Chief Executive, Director

Iain Marley

Iain Marley (B. Acc, CA.)

Iain is a graduate of Glasgow University and a Chartered Accountant who began his career at Price Waterhouse Management Consultants.  He has held senior roles in finance; consulting; manufacturing; broadcasting; technology; education, and property sectors. 

He has led the delivery of complex and award-winning business transformation, infrastructure investment and outsourcing programmes with a capital value in excess of £2 billion.  These include the transformation of the BBC’s property estate and the delivery of the City of Glasgow College’s Riverside and City campus developments which were shortlisted for the Stirling Prize.

Non-executive roles include the Board of the National Library of Scotland and Chair of the Library’s Audit Committee, and membership of the Finance and Audit Committee at SCIAF.

Partnerships Director

Angeline Robertson

Angeline is responsible for business development, design management, encouraging joint-working and providing support our public sector clients in consolidating initial development ideas into feasible projects. She started her career as an Architect and has 25 years’ experience of project development and construction for both the public and private sectors. Angeline is also responsible for the development of Strategic Support Partnering Services and works with our public sector clients and supply chain to deliver various call-off services.

Associate Director

Colin Nelson

Colin has extensive experience of providing both Project Management and Quantity Surveying services as both clients representative and as a principal contractor. His industry experience includes working both in the public and private sector across a variety of complex projects. Prior to joining hWS, Colin was a Senior Project Manager in the private sector and worked on a range of projects ranging in value from £5.0m to £25m. He also has significant Project Management experience of working as a principal contractor. Colin started his career as a Quantity Surveyor and is fully chartered and a member of the RICS.

Operations Director

Kevin Doyle

Kevin is part of the Executive Management Team and is responsible for all operational aspects of project delivery. As a graduate in Civil Engineering, Kevin has over 20 years’ experience within the private sector including bid management and project management of major design and builds projects for various main contractors. Before joining the team he successfully delivered numerous new build developments within the Aviation, Energy, Education and Commercial Sectors.

Development Director

Gary Smithson

Gary is Development Director and has full responsibility during the project development phase. Gary is also sectoral lead for our health and social care developments.  Prior to joining hWS, Gary was a Development Manager with one of the major European construction companies working on a range of public private partnership projects both the UK and the Republic of Ireland.

Senior Project Development Manager

Kate Kelly

Kate is a Senior Project Development Manager and has full responsibility for the delivery of each project from inception to completion. Prior to joining the team, Kate gained extensive experience as a Project Manager for a construction consultancy on a wide range of projects both with public and private sector clients. She has also carried out management roles in a main contracting environment on projects mainly in the education and defence sectors. Kate is a fully chartered member of the CIOB and a member of the Association of Project Management (APM).

Senior Project Development Manager

Barrie Reynolds

Barrie is a Senior Project Development Manager and has full responsibility for the delivery of each project from inception to completion. A highly motivated and respected professional with over 25 years’ experience providing Project Management, Quantity Surveying and Development Services within several sectors of the construction industry. Prior to joining the team, he was a Project Lead with one of Scotland’s largest independent Housebuilder and responsible for the delivery of private and affordable housing developments. He has a proven track record of delivering projects through his technical and commercial acumen and collaborative working approach. Whilst working in his previous roles, he has gained extensive experience of project and development management, commercial / bid / contract management, stakeholder engagement, leading design teams and dispute resolution. Barrie started his career as a Quantity Surveyor within an established private practice and is fully chartered and a member of the RICS.

Assistant Project Development Manager

Lewis Egan

Lewis is an Assistant Project Development Manager having recently achieved a First Class Honours Degree in Business Management at the University of Strathclyde. Lewis supports our project leads in all aspects of project delivery.

Commercial Manager

Billy Murray

Billy is responsible for the overall management of the hub West Supply Chain, maximising their performance in order to achieve continuous improvement in the delivery of services we provide to our public sector Participants. Billy joined the hub West team from a Commercial Management role with a large FM contractor, supporting the successful and compliant delivery of total FM services to a range of PPP school contracts across Scotland.

Business Support Manager

Susan Kelly

Susan is the Business Support Manager responsible for the day to day management of the hWS office, whilst providing senior administrative support to the team. She is responsible for the management of the administration team and the financial management of services to and from the business. Susan has extensive Business & Office Management experience, and prior to joining the hub West Scotland team worked as Services Manager with a public sector consumer advocacy organisation

Project Development Manager

David Russell

David is a Project Development Manager and is responsible for the delivery of a project from inception to completion. In his previous role as a senior architect he was the project lead on a number of major education, social care and conservation projects. Whilst working in both the public and private sectors he gained extensive experience of project management, brief development, stakeholder engagement, leading a design team, cost control, contract administration and defects resolution.

Business Support Officer

Fiona MacDonald

Fiona is Business Support Officer for the hWS office providing administrative support to the team.  Fiona is responsible for the day to day facilitation of invoicing, payments and credit control.  She also provides support in the areas of communications, marketing and all other administration functions.  Fiona joined the team during 2017, after previously working for a private sector marketing agency.

Project Development Manager

Rachael Smith

Rachael Smith joins us as Project Development Manager and will have responsibility for the delivery of projects from inception to completion. Rachael’s background is in architecture and project management.

Associate Director

Euan Mackenzie

Euan is Associate Director and has full responsibility for the delivery of each project from inception to completion. Prior to joining the team, Euan gained extensive experience as a Project Manager for both a construction consultancy and contractor on a wide range of projects across varying sectors. He also has prior Geotechnical Engineering experience having worked for both a civil and structural engineer and major ground investigation contractor.  

Technical Manager

David Shevlin

David is a graduate in Building and an incorporated member of the CIOB. He has extensive experience in Construction and Project Management, delivering projects within the defence, education, retail, commercial, infrastructure and healthcare sectors working with several major UK construction organisations. He is responsible for the technical and quality review of projects during the construction and defects phase.

Supply Chain Officer

Sophie Smith

Sophie is Supply Chain Officer focussing particularly on supporting our supply chain, procurement and community investment related matters. Sophie works closely with the Development & Commercial Director and Commercial Manager to ensure tasks are fulfilled efficiently. Sophie joined the team during 2023 and comes with previous experience of customer service and financial audit.  Sophie is currently studying for a Quantity Surveying degree at Glasgow Caledonian University (part time).

Business Support Assistant

Ami Thomson

Ami Thomson, Business Support Assistant joined the company with experience in administration and office operations. She brings a strong background in customer service and leadership support, working closely with colleagues, customers, and clients.  Ami takes a hands-on, proactive approach and her ability to keep processes running smoothly and efficiently. Ami is passionate about delivering high standards of service within finance and business support, while contributing positively to team success.

Commercial Manager

Allison Kobylka

Allison Kobylka joined hub West as a Commercial Manager, supporting both individual projects and Project Development Managers across a wide range of commercial activities. She brings with her a strong background in quantity surveying, and more recently graduated with a First-Class Honours degree.

Before moving into the commercial side of construction, Allison spent 15 years in the quarrying sector, where she gained extensive practical experience in materials, operations, and project environments. This hands-on background, combined with her academic achievements, equips her with a well-rounded, practical, and detail focused approach to cost management and commercial support.

Marianne Owens

Marianne Owens joined the company as a graduate of Glasgow University with previous finance and administration experience. She brings a strong understanding of core finance functions, including processing, reconciliations, and reporting, and is confident handling a high‑volumes of information with accuracy and attention to detail. Working closely with colleagues across the team and with external stakeholders, Marianne ensures clear communication and reliable outputs. Organised and analytical, she is always looking for better ways to work, improve efficiency, and contribute to a smooth, collaborative business support function.
